ICEF Launches US Agent Training Course (USATC)

The USATC - the first-ever of its kind and scope - is now available for agents and counsellors around the world.

The USATC (US Agent Training Course) - launched in the beginning of June, 2015 - was developed over the course of a year with the input of an international advisory board of key educational bodies, the US government, and agents from around the world. It is designed to spur best practices and to increase the quality of service that agents and counsellors can provide to both students and American education institutions.

Via the USATS, agents and counsellors can increase their knowledge on subjects including (but not limited to):

  • Why the US is the world's top study destination;
  • The study options and credentials available for all areas and levels of education;
  • The educational pathways, including Intensive English Programmes, designed to help international students achieve success in their studies;
  • The way in which students' educational credits and applications are assessed and how they will be evaluated in US institutions;
  • Information on student visas as well as the work options they may permit while/after studying;
  • How to best prepare students for living and studying in the US.

Markus Badde, CEO of ICEF, commented: "We created the USATC in the context of our organisational commitment to ensuring that students and educational institutions have access to qualified agents who have proven their knowledge of a market, its legal framework, and the educational opportunities it offers students. The USATC will allow agents and counsellors to represent US institutions with confidence and accuracy, and to guide different kinds of students to the study experience that best meets their needs".

The online course is available free of charge at usatc.onlinetrainingnow.com/register. Agents who wish to do so, can take the corresponding non-obligatory examinations; those who pass attain the status of US Course Graduate (USCG) and are then recognised via an online posting on ICEF's website www.icef.com as well as on ICEF's various social medica channels.

Annual general meeting (AGM) of AREA took place on March 27, 2015

At the annual general meeting of the Association of Russian Educational Advisors (AREA) on March 27, 2015 the members of the Association summarized the results of its activity in 2014 year, discussed the ways of its development for 2015 and elected the members of the Board for the next financial year. 

 

At the beginning of ICEF Moscow conference there was a General annual meeting (AGM) of AREA. Anna Ryzhova, the Chair of the Board of AREA, prepared the report about the developments and results of the activity of the Association in 2014, including the launch of new AREA website and group in the social network vkontakte, participation in 2 educational fairs and development of brand recognition of AREA among the prospective students and public/government organizations of Russian Federation,  organization of the meetings with the representatives of British Council and Canadian educational institutions, open presentations for the agencies in Russia, participation in the B2B conferences ICEF Moscow and ALPHE St-Petersburg, as well as the preparation of the annual report for the participants of ICEF Moscow workshop about the position of Russia in the international education market and the challenges for the educational providers who enters or co-operates with the agents in Russia.

AREA members welcomed a new member of the Association at the meeting, the agency LogosStudyGroup (Moscow).

Members of AREA voted for the renewed Board of the Association, and for the next financial year the following members have been elected: Pavel Antipov, Anna Ryzhova, Valentina Ozmidova, Anton Lachkov, Yulia Sumatokhina. Pavel Antipov (Optima-Study, Samara) has been elected as the Chair of the Board for 2015-16 financial year.

Events of AREA in Fall 2014

In October and November, 2014 the Association of Russian Educational Advisors has participated in a number of public and industry events. We are happy to share a digest report of what events took place this Fall.

October 07-09, 2014, Moscow. Moscow International Education Fair took place at Expocenter in Moscow. It was organized by the Ministry of Education and Science and Russia and Government of Moscow with the support of the Chumber of Commerce and Industry of Russian Federation. One of the aims of AREA is to transfer the consolidated views and opinions of AREA members to the governmental bodies of different levels. The Board of the Association participated in the Forum and business program, as well as AREA was represented as one of the exhibitors. In frame of the business program AREA was a member of the conference "Export of education" that took place on October 08 with the participation of Pavel Antipov, Board member of AREA (Optima Study), Sergey Krasnyanskiy, CIS Director of ICEF, Valery Zhelezov, Director of International Department of Ministry of Education and Science of Russia. The main audience were Russian higher education institutions, interested in receiving foreign students from abroad.

October 23 2014 г., Saint Petersburg - reception with the representatives of Canadian higher institutions - Fanshawe College, Algonquin College, Wilfrid Laurier University.

October 24, 2014,  Saint Petersburg – AREA presentation for the agencies participating in the seminar held by Fanshawe College and ILAC language school (Canada).

October 24-25, 2014, Saint Petersburg – the representatives of AREA worked at the talbe of the Association, and the Russia angecies who are not the members of AREA yet, could ask the questions about the terms & condistions of membership in the Association, as well as its activities.

November 02. 2014, Berlin – AREA meeting at ICEF Berlin. During the short briefing the issues regarding the public promotion of AREA сand further collaboration with ICEF in terms of the educational program for agents have been discussed.

November 07-09, 2014, Moscow – participation of AREA in the Fair "Education and Career". On the 07th of Novebmer Anna Ryzhova, Chair of the Board member of AREA, delivered a presentation regarding the activities of AREA. 

November 12, 2014, Moscow – participation of AREA and members of the Association in the information session devoted to the governmental program "Global education", that was organized at Moscow school of Management "Skolkovo". As the result, during the AREA Board meeting a decision has been made to actively participate in the program by means of advising and consultations as well a plan of the collaboration with the authorities resonsible for delivery of this program has been worked out.

Установлен приоритет члентства агентства в FELCA перед другими объединениями и ассоциациями для работы с американскими учебными заведениями

Национальная Ассоциация по консультированию для поступления в колледжи (NACAC), США  выпустила  руководство для образовательных учреждений, которые являются членами  этой организации, как  работать с агентами, занимающимися рекрутингом международных студентов.
Данный документ является основополагающим для учреждений, которые рассматривают привлечение агентов для рекрутинга международных студентов. В  прошлом году  NACAC изменил свои основолагающие принципы и разрешил своим членам пользоваться услугами агентов на комиссионной основе (ранее это было запрещено наравне с  оплатой рекрутинга американских студентов).  NACAC рекомендует учебным заведениям, публиковать на своих сайтах положения об агентах,  включая ссылку на то, как агенты получают вознаграждение за свою работу и любые экклюзивные  условия.  Учебные заведения должны сообщать своим студентам и их родителям, какие услуги оказывают  агентства.
NACAC рекомендует, чтобы учебные заведения составляли свои контракты, а не использовали агентские, а также  включили   в него все необходимые положения ,  том числе условия расторжения контракта, срок действия контракта, объем услуг, оказываемых агентством и запрет на суб-подряд. Что касается вопросов оплаты, документ предлагает запретить агентам осуществлять оплату  учебному заведению от имени студента. Положения также предостерегают от двойной оплаты, когда агентства, в свою очередь, выставляют плату студентам.   NACAC рекомендует, чтобы учебные заведения- члены  NACAC - запретели рекрутинговым агентствам взимать плату со студентов зя рекламу и помощь в подаче заявки, что должно стать одним из условий контракта.
NACAC советует, чтобы учебные заведения просили рекомендации у агентств, проверяли эти рекомендации и встречались с агентствами лично.  Согласно положениям, национальные ассоциации , такие как Бразильская ассоциация BELTA, JAOS в Японии, Российская AREA (АРКО) в своей работе должны следовать стандартам , профессиональной практике  в основе котороой лежит кодекс FELCA. Также рекомендовано проводить семинары для агентов в рамках ALPHE, ICEF, где предоствляется возможность встречи с агентствами.
NACAC рекомендует  учебным заведениям проводить регулярные тренинги агентов, постоянно обновлять информацию для них  в виде справочников и брошюр, а также отслеживать взаиомоотношения с агентствами, включая опрос студентов, отслеживание показателей по рекрутингу и количеству выпускников.Данный документ также отмечает, почему рекрутинг через агентства был окружен таким противоречием в США: риски, включая обман, судебные иски и материальный ущерб для студентов, а также вопросы оправданности оплаты комиссионных за каждого отдельного студента.  По сведениям NACAC, на сегодняшний день около четверти учебных заведений США прибегают к услугам  агентств, что значительно отстает от показателей Великобритании и Австралии.
NACAC также отмечает, что в зависимости от программы , использование агентств может быть весьма оправдано, как, например, при изучении английского.  NACAC рекомендует своим членам разработать условия и положения сотрудничества с агентствам , а также назначить контактактное лицо, которое отвечает за связь с агентством.
